in sixth pay commission report it was mentioned that increment will be on pay plus grade pay only this is not correct but no body raised the issue

The annual increments of doctors are not being calculated / fixed on their NPA even if the total of Band pay+Grade pay+NPA does not exceeds Rs.85,000-00 Per month with the fact that NPA is to be taken as Basic pay for all purposes. Can any body clarify ?
